A master plan is the town’s long-term roadmap for future development. It represents the community’s vision for its future and expresses the community’s goals on a variety of topics. The plan contains the goals and policies upon which the town will base their land use and other decisions. It will address the issues facing the town for the next 10 to 20 years.
A master plan is designed to be comprehensive. Plans address issues of land use, transportation, housing, etc. They also allow towns to choose other topics of importance, which emerge from the public process.
The planning process provides all residents and businesses the chance to help guide the future of their community, the place where they live and work. A successful master plan will reflect the community’s vision and priorities, so public input is critical to this effort.
Property rights are directly affected by the zoning regulations that are assigned to different parcels. The zoning rules are based on the vision of the master plan.
