31. Sec. 4-6 Possession of Alcohol in Public Places
    It shall be unlawful for any person to possess an open container of any alcohol liquor or malt beverage in or upon any property owned by the city, within the city's jurisdiction, or its public streets, alleys, schools, and parks without a duly issued permit.
33. Sec. 4-7 Alcoholic Beverages ON Public Property by Permit Only
    A permit may be granted or denied at the sole discretion of the Town Council. The Town Council may attach rules and regulations, hours, and other such stipulations, as they deem appropriate to said permit. Nothing in this section shall be construed to substitute the permit granted herein for retail licenses for resale, permits for resale, or similar provisions of code.
